CONSTITUTION

RULE 1 – TITLE

The Association shall be called “City of Cardiff and District Municipal Bowling Association.”

RULE 2 – MEMBERSHIP

(A) (i) Membership of the Association shall be open to Public and Welfare Green Clubs who were members of the Association at the end of the 2010 Season and who remain members of the W.B.A. and their County Association.

(ii) Public Green and Welfare Green Clubs who are members of the W.B.A. and Mid Glamorgan, South Glamorgan or Vale of Glamorgan County Bowling Associations and whose greens are located within ten miles of the Northern and Western boundaries of Cardiff as defined by the M4 and the A4232.

(iii)Any other clubs within the above specified County Associations as agreed at the AGM.

(B) Applications from new clubs to join the Association must be received by 31 August.

(C) Affiliated clubs may apply to enter a 2nd side in the League. Such applications shall be considered by the Management Committee who shall have the power to accept or reject the application.

(D) The number of sides in the League shall be limited to 72 and the maximum of Divisions shall be six.

RULE 3 - FEES

The entrance fee, where applicable, and the Annual Subscription, which shall include the competitions as determined by the last Annual General Meeting shall be paid by 30 April each year. Any club failing to pay its fees by the due date shall forfeit all rights and privileges of membership until all arrears are paid.

RULE 4 – GENERAL MEETINGS

(A) Annual General.

1. The Annual General Meeting of the Association shall be held on the third Friday of November or as near as possible to that date.

2. Notices of Motion for the AGM shall be submitted in writing to the Hon. Secretary not later than 30 September. See also Rule 12.

(B) Special General Meetings

1. A requisition to call a Special General Meeting must be supported by a minimum of 10 clubs. The requisition, which must be signed by the Chairmen and Secretaries of those clubs, must state the nature of the business to be considered and shall be placed before the Management Committee who shall instruct the Hon. Secretary to call a Special General Meeting. No other business shall be discussed at the meeting.

2. The Management Committee is empowered to call a Special General Meeting at its’ discretion.

(C)1. At least 10 days notice shall be given of all General Meetings and affiliated clubs shall be entitled to send two delegates, both of whom shall be entitled to vote.

2. At an Annual General Meeting at least 10 clubs must be represented, excluding Committee members, to form a quorum. At Special General Meetings, 20 clubs must be represented.

3. A Notice of Motion shall only be carried when two thirds of those present and entitled to vote are in favour.

4. A Notice of Motion having been placed before a General Meeting on two occasions and defeated cannot be resubmitted for a period of two years.

RULE 5 – OFFICERS AND COMMITTEES

(A) The Association may appoint a Patron and President.

(B) Officers

1. The Officers of the Association, to be elected at the Annual General Meeting, shall be the Chairman, Senior Vice Chairman, Junior Vice Chairman, Hon. Secretary, League Co-ordinator, Competition Secretary and Hon. Treasurer. They, together with the Patron, President and all past Chairmen who are still members of affiliated clubs shall be entitled to vote at all General and Management Committee Meetings.

2. The Chairman shall preside at all meetings and in the event of a tie shall also have a casting vote.

(C) Committees

1. Management Committee

1. The Annual General Meeting shall also elect 8 members to the Management Committee. There shall not be more than 1 elected member from any one club.  The above elected members shall be entitled to vote at all General Meetings.

2. The Committee shall have powers to frame Bye-Laws and set fees governing Association matches, League Matches and Competitions and to fix charges for stock items.

3. The Committee shall meet as required but at least once a year. A quorum shall be not less than  six members.

4. Selection Committee.

The Selection Committee shall consist of the Chairman, Senior Vice Chairman, Junior Vice Chairman, Hon Secretary and two members. A quorum shall not be less than 4 members.

5. Sub Committees.

Sub committees may be appointed by the Management Committee as and when required.

(D) Non attendance at meetings

Any Committee member not attending three consecutive meetings and unable to give satisfactory reasons may, at the discretion of the Management Committee, be replaced by CO-OPTION.

(E) AUDITOR

An Auditor shall be elected at the Annual General Meeting to audit the Hon Treasurer’s accounts and submit a signed statement to the Annual General Meeting

RULE 6 - DUTIES OF SECRETARY, LEAGUE CO-ORDINATOR,  TREASURER & COMPETITION SECRETARY

(A)The Hon. Secretary shall arrange any Association Matches. He shall notify all relevant members and clubs of all General and Committee meetings and submit a report to the AGM. He shall deal with correspondence and arrange the taking of minutes for all meetings.

(B)The League Co-ordinator shall arrange all League fixtures, including liaising with clubs over rearranged matches and shall be responsible for receiving and recording result cards and for compiling League Tables. He shall liaise with relevant Management Committee members as necessary.

 (C)The Hon. Treasurer shall prepare a report of the year’s receipts and expenses and a balance sheet duly audited up to 30th September each year. Copies of the report shall be sent with the notice of the AGM.

(D)The Competition Secretary shall be responsible for all aspects of the Municipal Competitions, including issuing entry forms, making the draw for competitions, receiving results and liaising with the Association Chairman over the arrangements for Finals Day.

RULE 7 – HONORARIA

The Chairman, Hon. Secretary, League Co-ordinator, Competition Secretary and Hon. Treasurer shall be paid an Honorarium each year, the amount to be decided by the AGM.

RULE 8 – DISPUTES

Any unresolved disputes between clubs shall be notified in writing to the Hon. Secretary. The Hon. Secretary shall refer the matter to the Management Committee whose decision shall be final.

RULE 9 – LAWS OF THE GAME

The latest edition of the International Bowling Board and the Welsh Bowling Association: Laws of the Game shall be binding on all affiliated clubs.

RULE 10 – TRANSFERS

(A)No member of any affiliated club shall be allowed to play for more than 1 club in Association League matches or competitions in any one season unless he has received permission from the Management Committee who shall have the power to deal with any club that infringes this rule.

(B)If any club ceases to operate in the course of the League Season, the record of any matches played by the club will be expunged and players from the failed club will be allowed to transfer to other clubs without infringing this rule.

RULE 11 – LIFE MEMBERS

Life Members, not exceeding six in number, may be recommended by the Management Committee to the Annual General Meeting for confirmation. Life Members shall be entitled to vote at all General Meetings

RULE 12 – ALTERATIONS TO THE CONSTITUTION

(A) No alterations of, or additions to, the Constitution of the Association shall be made except at the Annual General Meeting or a Special General Meeting called for that purpose

 (B) Amendments to the Constitution shall take effect at the conclusion of the meeting at which they are agreed.

 

BYE LAWS

LAW 1. COMPOSITION OF LEAGUE.

1. All sides in the League Competition shall be formed into League Divisions, each Division to have as near as possible an equal number of sides with a maximum of 12 and a minimum of 10 in any Division.

2. New sides entering the League shall be placed in the lowest Division.

3. Should there be more sides than can be accommodated in equal numbers in each Division, the largest numbers shall be placed in the highest Divisions.

4. Promotion and relegation at the end of each Season should normally be on the basis of two up and two down but shall be subject to any adjustment for equal numbers if any restructuring of the League is required

5. If any sides have an equal number of points at the end of the season, promotion or relegation shall be decided on shot difference.

LAW 2. POINTS FOR MATCHES

1. In League matches, 6 points shall be awarded for a win and three for a draw. In addition, each side shall receive two points for each winning four and one point for each drawing four. Maximum points for all rinks winning – 14.

2. Any side which turns up for a League game short of a full side and have to play a triple instead of a four, shall have a quarter of their shots deducted off them for the triple rink(s).

2A. Any rink losing a player due to ill health during a game shall be able to use a substitute for the remainder of the game. Should a substitute not be available then they should be deducted a quarter of their shots from the point when the player became ill and had to retire from the game

3. A match shall not be considered played unless a minimum of 15 ends has been played on each rink. All completed ends are to count towards the final score. Should 15 ends not be played during the game because adverse weather conditions prevent the game continuing, then the game shall be rearranged on a mutually agreed date and before the end of the season, using the same score cards as when the game was called off.

e.g. if only 9 ends had been played, only another 12 ends need be played to complete the match. If any team or side cannot field its’ original side, up to one substitute per rink may be allowed. Trial ends may be played before the commencement of the resumed game by mutual agreement.

4. No points or shots shall be awarded to any side playing League Fixtures after 31 May unless it has paid all due Affiliation fees. A match postponed to a date which falls after the fees have been paid shall be treated as if the match had been played before the fees were paid. A match so played shall be regarded for League record purposes as a played match with shots and points being awarded to the non-defaulting side according to the result of the match.

LAW 3. NOTIFICATION OF RESULTS

1. Match results including rink scores shall be received by the League Coordinator within 5 days of the match being played. Sides failing to comply with this BYE-LAW shall be fined £5 for each offence.

2. It shall be the responsibility of the home team to send results.

3. Results may also be provided by email provided all details contained on the official result card are supplied. Where email results are provided, the home side must retain the result card duly signed by both captains and must produce it to the League Coordinator in the event of any dispute.

4. A match shall be considered played if each rink has played a minimum of 15 ends. See BYE-LAW 2(3)

LAW 4. DRESS & MATCH ARRANGEMENTS

All League matches shall be played in whites – however coloured shirts are allowed for Association League matches provided the following criteria are followed as directed by the Welsh Bowling Association:-

1. All players must arrive for the match in regulation attire of white shirt.

2. All players who are playing in the match must have a Club approved coloured shirt.

3. Should any player in a side not have an approved club coloured shirt then all that side must play in white shirts.

4. All matches shall start at 3.00pm except by mutual agreement of the sides concerned.

LAW 5. REARRANGED MATCHES

All matches shall be played on the dates specified in the Official Fixture List. If, however, fixtures have to be rearranged, the following shall apply:-

1. All rearrangement of matches shall be done before the commencement of the League Season (usually the 2nd week of June) and must be played by mutual agreement before the end of Association Fixtures (usually the last weekend of August). All rearranged fixtures must be notified to the League Co-ordinator and any matches rearranged for after the end of the League Season must be specifically authorized.

2. Matches may only be postponed during the season if:

a) Clubs have 3 or more playing members on National or International duties,

b) Because of adverse weather conditions. (The earliest a match can be cancelled for adverse weather is 3.5 hours before the originally agreed start time. If there is a difference of opinion at that time then a representative from both clubs must meet at the home green. If one club deems the green playable then the match must commence.)

c) Due to participation in Carruthers Shield matches.

Postponed matches must be played within 15 days of the official fixture date unless by mutual agreement of both sides. If not played within 15 days then the home team must supply the away side with three alternative dates. Once a date is chosen, the League Co-ordinator must be informed in writing/email at least 7 days BEFORE the match is due to take place. This date will then be treated as the “official date” and failure to play on this date will be dealt with under Law 6.

3. If for any reason a mutually agreed date cannot be decided for any rearranged game, the League Co-ordinator shall be the Arbitrator with the support of the Management Committee and shall set a date for the game to be played.

4. Matches played without proper notification or authorization will be regarded as null and void.

5. Association games shall take precedence over any club tournaments.

LAW 6. FIXTURES NOT FULFILLED

1) Should any League Fixture not be played on the Official date except matches rearranged under law 5, the League Coordinator shall deduct 10 points from the defaulting side.

2) Appeals relating to unplayed matches and points deductions may be considered by the Management Committee or a duly appointed sub-committee thereof, who may decide which is the defaulting side and take whatever action they consider necessary. This may include the following:-

1. The award and/or forfeiture of points and/or shots.

2. OR a fine of £10 plus the deduction of 10 points from the defaulting side.

3. The expunging from the records of the results of all matches already played by the defaulting side.

4. Any team whose results are expunged from the records shall be relegated to the next lowest division than they were in.

5. The Management Committee’s decision shall be final.

LAW 7. TROPHIES

The winners of all Divisions shall be presented with the following trophies on PRESENTATION NIGHT, but they remain the property of the Association and must be returned to the Hon. Secretary in good condition by 31 July in the following year

LAW 8 – ASSOCIATION SEASON

The Association Season usually starts in the second week of June and ends on the last Sunday of August. All matches must be played within the Season except as specified in LAW 5. If any side fails to comply and fulfill their Fixtures, then the appropriate BYE LAW will be enforced.

LAW 9 – REVISION OF BYE LAWS

The BYE LAWS have been revised and supersede all other BYE LAWS, rules and amendments over the foregoing years. Any matter not dealt with in the rules and BYE LAWS shall be decided by the Management Committee.

 

COMPETITION RULES

1. The Association shall hold SINGLES, OVER 60 SINGLES, PAIRS, TRIPLES and a FOURS Competition each Season. Entry shall be limited to one from each Affiliated Club per Competition.

2. Players may only enter Competitions by submitting their entries on the official entry form, which must be received by the Competition Secretary not later than 30th May and all competitors must be available for FINALS DAY.

3. A draw shall be made and circulated for all Competitions. The games shall be played on the dates specified unless it is mutually agreed that the game shall be played on an earlier date. The first named person/team in any game shall be the home team. Any green fees shall be played by the home club.

4. The games shall be played on a knockout system.

TRIPLES                     18 ENDS

FOURS (RINK)            21 ENDS

Substitutes shall be allowed in accordance with IBB and WBA rules. Only one substitute allowed per competition. No substitutes are allowed for singles competitions.

5. All preliminary rounds shall be played with white or club approved coloured shirts above the waist and grey trousers.

6. It shall be the responsibility of the winner(s) to notify the Competition Secretary of the result of the game by telephone immediately after the completion of such game. Failure to do so may lead to disqualification.

7. The finals of the Competitions shall be played on a green selected by the Chairman – usually the Chairman’s home green on the first Sunday after the Summer Bank Holiday, the date to be confirmed. The finals shall be played in white or club approved coloured shirts with white trousers.

8. Trophies shall be presented to the winners of the finals as follows:-

TRIPLES                      Trevor Everson Cup

FOURS (RINK)           Councillor Tudor Shield

9. The trophies are the property of the Association and shall be held by the winners for the year and must be returned to the Hon. Secretary by 31 July of the following year in good condition.

10. Trophies shall be presented on FINALS DAY.
